CEO's Office

Compliance and Risk Manager

We are looking for a dynamic and energetic team-player who is keen to join and grow with our team as a Compliance and Risk Manager.
Reporting to the CEO, the Compliance and Risk Manager supports DPH in the areas of enterprise risk management, business continuity management and digitisation of records.

Job Responsibilities

1. Enterprise Risk Management (ERM) and Business Continuity Management (BCM)

  • Ensure that risk management policies, systems and processes remain relevant, effective and useful, including during contingencies in BCP and support DPH’s emergency command structure.
  • Collaborate with risk owners to ensure that any risks identified are recorded in the risk register, with key risk indicators, mitigation and controls, residual risk, record of violations and other notations leading to BCM, with reference to Council’s risk appetite and tolerance.
  • Analyse and interpret key risk data with the respective risk owners to identify potential emerging internal and external risk trends, facilitating necessary follow-ups by the risk owners.

2. Digitisation of Records

  • Responsible for leading and overseeing the planning, execution and completion of project aimed at converting physical records into digital formats.

3. Others

  • Ensure that all organisational policies conform to prescribed templates and that changes to policies are reflected on DPH’s Document Management System.
  • Undertake projects related to the ongoing improvement of the work of the CEO’s Office or ARGC
  • From time to time, to be part of teams for specific areas of work, including organisation events and projects.
Job Requirements
  • Degree in business management, administration, finance.
  • Professional certification in risk management.
  • Minimally 5 years’ relevant work experience in ERM and Risk Governance.

Community Engagement

Senior/ Executive, Community Engagement (Fundraising)

As an Executive/Senior Executive in Community Engagement (Fundraising), you will conceptualize, plan, and execute campaigns to drive fundraising efforts. The role requires strong communication skills, initiative, creativity, and numeracy, along with proficiency in CRM solutions and a service-oriented mindset.

Job Responsibilities

1. Fundraising Campaigns (Mass Giving)

    • Plan, coordinate, and execute fundraising and sponsorship campaigns and activities to achieve set fundraising targets.
    • Collaborate with both internal and external stakeholders, DPH supporters and volunteers to ensure effective execution across all initiatives.

2. Donor & Sponsor Management and Engagement

  • Develop and maintain strong, strategic relationships with DPH’s donors, sponsors, and external partners.
  • Support the process of researching, identifying, cultivating, soliciting, and stewarding new and existing donors, sponsors, and collaborative partners.

3. Donation Processing & Data Management

  • Collaborate with Finance Team to ensure efficient and accurate processing of all donations received across various collection channels.
  • Maintain and update donor databases and website content in a timely and effective manner to ensure data integrity and transparency.

4. Fundraising Administration

  • Provide secretariat support for fundraising committees, including scheduling, minute-taking, and follow-ups.
  • Manage all aspects of donor communication upon receiving donation to donor appreciation, including the preparation and distribution of thank-you letters, acknowledgments, and other related communications.
Job Requirements
  • Diploma/ Degree in related discipline
  • 1 to 2 years of experience in fundraising / community engagement setting

Medical Staff Unit

Senior/ Resident Physician

The Senior /Resident Physician will work closely with the multi-disciplinary team to provide symptom management, clinical care, psychological, emotional and spiritual care to patients and their families.

Job Responsibilities
  • Leads the team of nurses to provide medical consults to patients with advanced and progressive disease
  • Formulates and review care plans with multi-disciplinary team to maintain standards of care and ensures safety of patients
  • Assessment of new cases and performs on-call duties
Job Requirements
  • Basic medical degree recognized by Singapore Medical Council
  • Minimum 4 years post-graduation medical school for Resident Physician
  • Be fully registered with the Singapore Medical Council and hold a current, valid Practising Certificate.

Nursing

Staff Nurse (Home Care)

The candidate will provide consultative advice and home care services to patients and family members based on care needs.

This role will also support families and caregivers of patients and work with the rest of the multi-disciplinary team to provide symptom management, nursing care, psychological, emotional and spiritual care.

Job Responsibilities
  • To uphold nursing standards for patients admitted to homecare as well as care for families and loved ones.
  • To work in collaboration with the Advanced Practice Nurse, NC/NM/NE and other nursing staff as appropriate to put in place clinical processes that are conducive to the maintenance and improvement of standards of nursing care in Home Care.
  • To ensure accuracy of all documentations related to patient care in the system.
  • To ensure holistic assessment of patients in DPH Home Care and their families and caregivers in order to formulate a core plan.
  • To be part of the nursing teaching faculty at DPH as required and to be part of the process of quality improvement through review of care processes, active participation and/or leadership in projects as required.
Job Requirements
  • State Registered Nurse with minimum 5 years of nursing experience in acute care setting, and 3 years as a staff nurse in a palliative care setting.
    Post-Basic training in Palliative Care Nursing is preferred.
  • Training in lean methodology, audit and research is preferred.
  • Ability to speak a second language or other local languages.
  • Mature, dynamic, and self-motivated.
    Possess excellent communication and interpersonal skills.
  • Self-directed with the ability to work with little supervision.
  • Comply with accepted professional standards and practices.

Staff Nurse (Inpatient)

Reporting to the Nurse Manager, the Staff Nurse will be required to work in a multi-disciplinary team to provide palliative care to patients with terminal illness and end-stage organ failure. Palliative care will include pain and symptoms management, and providing psychological, emotional and spiritual care support to patients and their family members.

Job Responsibilities
  • To uphold professional nursing standards for patients admitted to Dover Park Hospice as well as care for families and loved ones and be a good team player within the nursing team.

Enrolled Nurse

Job Responsibilities
  • Provide comfort care to patients with terminally illness and end-stage organ failure under the supervision of Staff Nurse and Senior Enrolled Nurse.
  • Assist Staff Nurse in performing comprehensive palliative care assessment.
  • Provide guidance and supervision of new Nursing Aides.
  • Participate in quality improvement activities.
Job Requirements
  • National Institute Technical Education (ITE): Certificate in Nursing Enrolled Nurse
  • Valid practicing license with Singapore Nursing Board.

  • Oversee efficient patient services (admission, billing, reporting) aligned with DPH’s strategic goals.

Senior Pharmacist

Social Work and Psychosocial Services

Medical Social Worker

The Medical Social Worker renders professional psycho-emotional, social & spiritual care and support to Dover Park Hospice clients and in doing so, help enhance their quality and of life and thus leading more meaningful lives. He/She also plays an active role in the planning and execution of the activities of the Hospice that promotes the objectives and the mission of the Hospice.

Job Responsibilities

1. Clinical Assessment & Intervention 

  • Conduct comprehensive bio-psychosocial-spiritual assessments to evaluate patients’ and families’ physical, emotional, social, financial, spiritual, and environmental needs
  • Perform ongoing follow-ups and formulates intervention care plans based on patient and family needs
  • Provide counselling to patients and families on issues related to loss, grief, death, and dying
  • Assess risks related to self-harm, harm to others, or neglect, intervening as needed to ensure safety and well-being

2. Case Management & Coordination 

  • Conduct financial assessments to ensure care affordability and optimizes available financial resources
  • Facilitate communication between patients, families, and the clinical team to promote informed decision-making
  • Coordinate referrals to community resources, support services, and financial assistance programs to enhance patient care access
  • Assist with discharge planning and transitional care to ensure continuity between healthcare settings
  • Maintain accurate and timely case notes and documentation for assigned caseload

3. Team Collaboration & Supervision 

  • Communicate effectively with the multi-disciplinary team to address psychosocial issues and coordinate care
  • Participate in multi-disciplinary rounds and supports patient care decision-making
  • Assist in the orientation, training, and supervision of team members, including Social Work Interns

4. Community Engagement & Program Development 

  • Develop and conduct therapeutic group work, such as support groups, for clients
  • Assist in environmental scanning and community needs assessments through data collection and analysis
  • Collaborate with other agencies to pool community resources and improve care access

5. Professional Development & Advocacy 

  • Promote the practice of palliative care by participating in research and engaging in public speaking to elevate the social work profession
  • Conduct training for the team and stakeholders to enhance skills and knowledge
  • Prepare for job rotation across different programs (Inpatient, Home Care, and Day Care) to optimize manpower and ensure professional growth

6. Other Duties

  • Assist in the organization of the memorial event and any other department projects assigned by the HOD and/or management 
  • Provide reports on work done to the HOD and undertakes projects as assigned by HOD and/or Supervisor 
  • Report on Social Work and Psychosocial services for publications by Dover Park Hospice and/or the palliative fraternity

Executive, Training, Education & Research

The Executive provides essential operational and project management support across training, research, and education functions. A key focus of this role is coordinating the development of education content, including digital learning resources and programme materials, to ensure smooth and timely delivery. The Executive works closely with content developers, vendors, faculty, and internal stakeholders to manage project timelines, budgets, and deliverables. In addition, the role supports research governance processes and departmental workflows, contributing to the effective implementation of TERM initiatives. Job Responsibilities

Training and Education Unit

  • Coordinate and manage the development of education content, with a particular emphasis on digital learning materials.
  • Liaise with content developers, subject matter experts, and vendors during the design and production phases to ensure materials are of high quality and aligned with learning objectives.
  • Track project milestones, monitor budgets, and prepare progress updates to support accountability and resource management.
  • Assist in the organisation and delivery of courses, workshops, and other learning activities, ensuring that logistics and learner support are well managed.
  • Contribute to the maintenance of digital platforms such as the Learning Management System by facilitating content updates and ensuring accessibility.

Research Unit

  • Provide administrative and operational support to the Research Office in upholding research governance and compliance.
  • Develop familiarity with the Human Biomedical Research Act (HBRA), while having basic understanding of related regulations such as the Health Products Act and the Medicines (Clinical Trials) Regulations.
  • Assist with Institutional Review Board (IRB) processes and internal audits, and contribute to project monitoring and tracking.
  • Support quarterly research meetings, HBRA training, and IRB-related appointments.
  • Assist with preparation for MOH and IRB audits, renewal of research insurance, annual declarations of compliance, and updating of research SOPs and workflows.
Job Requirements
  • Diploma / Degree in Business Management, Healthcare Management or related
  • Preferably two to three years of relevant experience.
  • Strong project management skills, with ability to track timelines, budgets, and deliverables.
  • Good command of communication and interpersonal skills.
  • Strong organisational skills and attention to detail.
