Integrated Palliative Care Programme with Tan Tock Seng Hospital
In partnership with Tan Tock Seng Hospital, we piloted Singapore’s first capitation-based Integrated Palliative Care Programme (IPCP), enabling seamless hospital-to-home transitions for patients with advanced illness.
As of 2025, 1,290 patients have been referred, with 70% able to spend their final days where they chose, often at home. To continue serving our patients, the IPCP has not only drastically improved transfer timeliness while honouring care preferences, but it also significantly reduced hospital and emergency visits. This demonstrates the value and impact of community-based palliative care.
Regional & International Collaborations
Beijing, China
Lien Collaborative for Palliative Care Beijing
We are proud to be a clinical and faculty partner in the Lien Collaborative for Palliative Care (Beijing) programme.
Launched on 23 January, this three-year, biannual Train-the-Trainer programme was initiated by Lien Foundation and Tan Tock Seng Hospital in collaboration with leading Beijing medical institutions. The programme aims to train more than 1,000 healthcare professionals over three years, helping to address the shortage of trained palliative care providers and strengthen sustainable care models in China.
Dr Tricia Yung, Medical Director of Dover Park Hospice, says,
“As a recognised centre for palliative care training and clinical mentorship, Dover Park Hospice is committed to advancing palliative care through education, knowledge exchange, and system-building partnerships across Asia. We are thankful for this collaboration and look forward to contributing to the strengthening of palliative care in China.”
Haidian Hospital – Clinical Collaboration & Training
Since 2025, we have partnered with Haidian Hospital in Beijing to support the development of its palliative care services through structured clinical collaboration and training.
As part of this partnership, our clinical team conducts training visits, which include bedside teaching during clinical ward rounds, multidisciplinary case discussions of complex patients, home visits and exchanges on community-based care models. These engagements aim to strengthen clinical competencies while supporting the integration of inpatient and community palliative care services.
The collaboration also includes joint academic activities such as conferences and knowledge-sharing sessions, fostering a platform for continuous learning and professional exchange.
Peking Union Medical College Hospital – Mentorship
Dover Park Hospice provides mentorship to residents in training at Peking Union Medical College Hospital, supporting the development of future palliative care clinicians through guided clinical exposure and teaching.
Bhutan
Lien Collaborative for Palliative Care (Bhutan)
Dover Park Hospice was honoured to contribute to palliative care capacity building in Bhutan through regional collaboration with the Asia Pacific Hospice Palliative Care Network (APHN) and the Lien Collaborative programme. In March 2026, Ms Tan Li Kuan from Dover Park Hospice was invited to serve as teaching faculty for the Bhutan Palliative Care Training Programme.
Held from 2–6 March 2026, the five-day training brought together healthcare professionals from across Bhutan to strengthen knowledge and skills in palliative care. The programme forms part of a multi-year initiative to develop a core group of trained professionals who can further advance palliative care services and education within the country.
